‘Sec. II-1. Transfer to dairy stabilization program. Notwithstanding any provision of law to the contrary, the State Controller shall transfer $4,000,000 no later than September 1, 2012 from the Maine Budget Stabilization Fund established in the Maine Revised Statutes, Title 5, chapter 142 to the Department of Agriculture, Food and Rural Resources, Milk Commission program, Maine Milk Pool Other Special Revenue Funds account for increased payments through the dairy stabilization program.
Sec. II-2. Apportionment of additional payments. Notwithstanding any provision of law to the contrary, the Maine Milk Commission shall apportion the $4,000,000 transferred pursuant to section 1 over a 12-month period based on the distribution method established in the Maine Revised Statutes, Title 7, section 3153-B, subsection 4. The amount distributed pursuant to this section is in addition to any other amount distributed.
Sec. II-3. Appropriations and allocations. The following appropriations and allocations are made.
