‘Sec. 1. 5 MRSA §1816-B is enacted to read:
§ 1816-B. Criteria for state contracts
1. State contracts. In addition to any other requirement under this Part, the Department of Administrative and Financial Services shall ensure that a request for proposal or solicitation of a bid by the State, including by any state agency as defined in section 1552, subsection 6, for a contract to provide property, products or services from a person, including a nonprofit corporation under Title 13-B, includes the following information:
A. Description of the property, products or services;
B. Estimated duration of the contract; and
C. A list of any interim or final reports required.
2. Posting of information. The information required under subsection 1 must be posted on the publicly accessible portion of the Department of Administrative and Financial Services website. The department shall also post details of the final contract or agreement entered into pursuant to a request for proposal or solicitation of a bid under this section, including the information provided by the successful bidder in response to the request for proposal or solicitation of a bid under subsection 1.
Sec. 2. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Provides funds for one Management Analyst I position, related general operating expenses and annual information technology costs. Also includes funding for a one-time information technology development cost of $70,000 in fiscal year 2011-12.
