Joint Order Directing the Joint Standing Committee on Veterans and Legal Affairs To Report Out a Bill Regarding Operation of a Slot Machine Facility in Calais

ORDERED, the Senate concurring, that the Joint Standing Committee on Veterans and Legal Affairs shall report out, to the House, a bill that allows the operation of a slot machine facility by the Passamaquoddy Tribe. The bill must contain the following provisions:

1. The slot machines must be operated by the tribe at a high-stakes beano location located in Calais;

2. The number of slot machines at the facility may not exceed 100;

3. The tribe may not be restricted in its operation of the slot machines regarding hours or days of operation;

4. The slot machine income must be used as follows:

ATen percent of the net slot machine income must be deposited to the Department of Public Safety, Gambling Control Board administrative expenses Other Special Revenue Funds account, which is a nonlapsing dedicated account;BEight percent of the net slot machine income must be deposited to the General Fund;CTwo percent of the net slot machine income must be credited to the Gambling Addiction Prevention and Treatment Fund established by Title 5, section 20006-B; andDTen percent of the net slot machine income must be forwarded directly to the municipality where the slot machines are located.

Net revenue from the operation of the slot machines by the Passamaquoddy Tribe must be used to support tribal operations except the net revenue may be used to pay compensation and defray expenses in the same manner as prescribed for revenue from games of chance by Title 17, section 1838; and

5. The bill must take effect only upon the approval at a referendum of the voters of Washington County only.
