Amend the bill in section 1 in subsection 1 in the last line (page 1, line 19 in L.D.) by inserting after the following: "law." the following: ' For purposes of this section, "state employee" means an employee of the State within the executive branch, the legislative branch or the judicial branch performing services within the scope of that employee's employment.'

Amend the bill by striking out all of the emergency clause.
