Amend the bill by striking out all of section 1 (page 1, lines 2 to 5 in L.D.)
Amend the bill in section 2 in §13074 in subsection 1 in the 2nd to 4th lines (page 1, lines 9 to 11 in L.D.) by striking out the following: " a person who cannot show proof of registration of a motorboat in the last 3 years from this State or a jurisdiction outside of the State" and inserting the following: ' beginning January 1, 2014, a person born after December 31, 2000'
Amend the bill in section 2 in §13074 in subsection 1 by striking out all of paragraph D (page 1, lines 21 to 24 in L.D.) and inserting the following:
Amend the bill in section 3 by striking out all of subsections 5 to 7 (page 2, lines 11 to 15 in L.D.) and inserting the following:
‘5. Requirements for course providers and instructor certification; and
6. Equivalency examination criteria.’
Amend the bill by relettering or renumbering any nonconsecutive Part letter or section number to read consecutively.

This amendment is the minority report of the committee. It makes the motorboat safety education requirement effective January 1, 2014 and makes the requirement apply only to those born after December 31, 2000. It removes the temporary boating safety certificate from the bill and adds licensed Maine guides to those exempt from taking a boating safety course. It also removes the provision that would allow for the establishment of fees to cover the cost of administering the courses.
