‘Emergency preamble. Whereas,  acts and resolves of the Legislature do not become effective until 90 days after adjournment unless enacted as emergencies; and

Whereas,  many contracts entered into by state agencies are negotiated with a start date that coincides with the beginning of the fiscal year, July 1st; and

Whereas,  in order to ensure that the parties to a contract have notice of the changes made by this legislation, this legislation needs to take effect as soon as possible; and

Whereas,  in the judgment of the Legislature, these facts create an emergency within the meaning of the Constitution of Maine and require the following legislation as immediately necessary for the preservation of the public peace, health and safety; now, therefore,’

‘Sec. 2. Application. This Act applies to all contracts entered into by a state agency on or after the effective date of this Act.

Emergency clause. In view of the emergency cited in the preamble, this legislation takes effect when approved.’
