Amend the bill by striking out the title and substituting the following:
‘Resolve, Directing the Commissioner of Professional and Financial Regulation To Convene a Working Group To Review the Proposal for an Exception to the Electrician Licensing Requirements for Incidental Work’
Amend the bill by striking out everything after the title and before the summary and inserting the following:
‘Sec. 1. Commissioner of Professional and Financial Regulation to convene a working group to review the laws governing electricians to consider a limited exception for incidental work. Resolved: That the Commissioner of Professional and Financial Regulation shall convene a working group with the Electricians' Examining Board, established under the Maine Revised Statutes, Title 5, section 12004-A, subsection 13, as well as other interested parties, to review the possible benefits and safety risks in creating a limited exception to the electrician licensing requirements under Title 32, chapter 17 for incidental work performed by persons whose occupations involve miscellaneous jobs of manual labor; and be it further
Sec. 2. Reporting date established. Resolved: That, no later than January 15, 2012, the Commissioner of Professional and Financial Regulation shall submit a report of the findings and recommendations of the working group under section 1 to the Joint Standing Committee on Labor, Commerce, Research and Economic Development. That committee is authorized to introduce a bill based on the report to the Second Regular Session of the 125th Legislature.’
SUMMARY
This amendment replaces the bill with a resolve and is a minority report of the committee. The amendment directs the Commissioner of Professional and Financial Regulation to convene a working group with the Electricians' Examining Board, as well as other interested parties, to review the possible benefits and safety risks in creating a limited exception to the electrician licensing requirements for incidental work performed by persons whose occupations involve miscellaneous jobs of manual labor. The amendment requires the Commissioner of Professional and Financial Regulation to submit a report no later than January 15, 2012 following the review by the working group to the Joint Standing Committee on Labor, Commerce, Research and Economic Development. It authorizes the Joint Standing Committee on Labor, Commerce, Research and Economic Development to introduce a bill based on the report to the Second Regular Session of the 125th Legislature.
