An Act To Provide Funding for the Maine Gateway Bridges
Sec. 1. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Allocates ongoing funding for the replacement, repair and maintenance of the 3 bridges between Kittery, Maine and Portsmouth, New Hampshire: Memorial Bridge, U.S. Route 1; Sarah Mildred Long Bridge, U.S. Route 1 Alternate; and Piscataqua River Bridge, Interstate 95. This funding may not be used for any other purpose.

Sec. 2. Continued funding. Beginning with the 2014-2015 biennium, and each subsequent biennium, $5,500,000 must be included per year within the baseline Highway Fund allocations for ongoing funding for the replacement, repair and maintenance of the 3 bridges between Kittery, Maine and Portsmouth, New Hampshire: Memorial Bridge, U.S. Route 1; Sarah Mildred Long Bridge, U.S. Route 1 Alternate; and Piscataqua River Bridge, Interstate 95.
Sec. 3. Legislative intent. It is the intent of the Legislature that, beginning with the 2014-2015 biennium and each subsequent biennium, the funding recommendations of the Bi-State Bridge Funding Task Force, established by Executive Order 4 FY 11/12, dated October 5, 2010, must be implemented to ensure the continued replacement, repair and maintenance of the 3 bridges described in sections 1 and 2.

This bill includes an ongoing allocation of $5,500,000 to the Department of Transportation, Highway and Bridge Capital program in fiscal years 2011-12 and 2012-13 to provide funding for the replacement, repair and maintenance of the 3 bridges between Kittery, Maine and Portsmouth, New Hampshire: Memorial Bridge, U.S. Route 1; Sarah Mildred Long Bridge, U.S. Route 1 Alternate; and Piscataqua River Bridge, Interstate 95. This funding may not be used for any other purpose. Beginning with the 2014-2015 biennium, and each subsequent biennium, this amount must be included within the baseline Highway Fund allocations. The bill also requires that the State comply with the funding recommendations of the Bi-State Bridge Funding Task Force.
