Amend the amendment by striking out all of section 12 (page 7, lines 18 to 26 in amendment) and inserting the following:
‘Sec. 12. Transfer from General Fund undedicated revenue. Notwithstanding any other provision of law, the State Controller shall transfer $1,000,000 by January 1, 2013 and every January 1st thereafter from the General Fund unappropriated surplus to the Visual and Digital Media Loan Fund program within the Finance Authority of Maine to be used to promote digital media projects and visual media productions.
