Amend the bill by inserting after section 3 the following:

‘Sec. 4. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Reduces allocations as a result of repealing provisions governing the Marine Recreation Fishing Conservation and Management Fund and establishing a saltwater recreational fishing registry.
