Resolve, To Require the Department of Agriculture, Food and Rural Resources and the Department of Public Safety To Develop a Consolidated License for Convenience Stores
Sec. 1. Development of consolidated convenience store license. Resolved: That the Commissioner of Agriculture, Food and Rural Resources and the Commissioner of Public Safety jointly shall examine the licensing and inspection requirements for operating a convenience store. As used in this section, “convenience store” means a retail store that specializes in the sale of a limited quantity and variety of consumable items in their original containers, including alcoholic beverages, and may also sell gasoline.
The commissioners shall determine a method of consolidating the number and type of licenses required by state law for the operation of a convenience store into one convenience store operation license. The commissioners also shall determine a method of consolidating and reducing the number of annual inspections a convenience store is subject to.
The commissioners shall report their findings, along with any necessary implementing legislation, to the Joint Standing Committee on Labor, Commerce, Research and Economic Development no later than December 1, 2011. The committee may report out a bill based on the recommendations of the commissioners to the Second Regular Session of the 125th Legislature.
