Amend the resolve by striking out everything after the title and before the summary and inserting the following:

Sec. 1. Update to feasibility study. Resolved: That the Legislature shall contract with a qualified consultant to update the December 2002 document titled "Feasibility Study of a Single-payer Health Plan Model for the State of Maine" produced by Mathematica Policy Research, Inc. The updated study must include an analysis of the impact of the federal Patient Protection and Affordable Care Act on state legislation to establish a single-payor health care system or other mechanism for universal health care and the availability of federal funding and guidance for implementation in this State. The updated study must also include an analysis of the health system reform design proposals considered by the State of Vermont for a single-payor health plan and the costs and impact of implementing a similar single-payor health plan design in this State. The updated study must be submitted no later than March 1, 2012 to the Second Regular Session of the 125th Legislature. The Joint Standing Committee on Insurance and Financial Services may submit legislation based on the updated feasibility study to the Second Regular Session of the 125th Legislature; and be it further

Sec. 2. Appropriations and allocations. Resolved: That the following appropriations and allocations are made.

Initiative: Allocates federal grant funds received by the Governor's Office of Health Policy and Finance that must be subgranted to the Legislature to contract for a qualified consultant to update the December 2002 feasibility study of a single-payor health plan model.

This amendment is the minority report of the committee and replaces the resolve.

The amendment requires the Legislature to hire a consultant to update "Feasibility Study of a Single-payer Health Plan Model for the State of Maine," originally completed in 2002. The amendment also requires that the updated study include an analysis of the impact of the federal Patient Protection and Affordable Care Act on state legislation to establish a single-payor health care system and of the costs and impact of using a single-payor health plan design similar to the design proposed for the State of Vermont.

The amendment also provides funding for the updated study through a federal grant awarded to the State.
