|
Increasing the
premium on prepackaged motor oil from 35 cents per gallon to $1.10 per gallon
is expected to result in increased revenue in the amount of $375,000 during
fiscal year 2010-11 and $500,000 annually in subsequent fiscal years. This bill will require an Other Special
Revenue Funds allocation of $375,000 in fiscal year 2010-11 to the Waste
Motor Oil Revenue Fund within the Finance Authority of Maine (FAME) to
reflect the additional revenue. |

This legislation
provides that costs incurred by the Maine National Guard at the Plymouth
waste motor oil disposal site be reimbursed by the Waste Motor Oil Revenue
Fund. To date, the Maine National
Guard has not been activated for this purpose and no costs have been
incurred. If costs are incurred at a
later date, the reimbursement from the Fund will increase General Fund
revenue and decrease the amount of available funds within the Waste Motor Oil
Revenue Fund administered by FAME. |

Any costs to the
Bureau of Revenue Services associated with provision of motor vehicle oil
dealer details to the Department of Environmental Protection and the Finance
Authority of Maine can be absorbed within existing budgeted resources. |
|
Additional
costs to the Finance Authority of Maine associated with implementing the
requirements of this legislation can be absorbed within existing budgeted
resources. |
