This legislation
is expected to increase revenue deposited to the Emergency Response
Commission Fund in the Maine Emergency Management Agency (MEMA) under the
Department of Defense, Veterans and Emergency Management through increased
enforcement by the Department of Environmental Protection (DEP) of the
requirement for facilities with hazardous materials to register and pay a fee
and through a new fee assessed on natural gas pipelines not to exceed 2 cents
per 5,000 cubic feet of gas transported.
In fiscal year 2010-11 these fees will increase Other Special Revenue
Funds revenue by $600,000 and beginning in fiscal year 2011-12 revenues will
be increased by $1,200,000. In fiscal
year 2010-11 $350,000 of these fees will be transferred to the DEP and in
subsequent years $700,000 will be transferred. |

Authorizing MEMA
to transfer funds from the Emergency Response Commission Fund to the DEP will
provide 1) $250,000 in fiscal year 2010-11 and $500,000 annually after that
to the Maine Hazardous Waste Fund for personnel, equipment and training for
reponse to discharge of hazardous material, and; 2) $100,000 in fiscal year
2010-11 and $200,000 annually after that to the Uncontrolled Sites Fund to
oversee the cleanup of uncontrolled hazardous substance sites. |
