The Energy
Independence Fund will now be referred to as the Energy Infrastructure
Benefits Fund, which will receive revenue from the use of state-owned land
and assets for energy infrastructure development. Under current law all such revenue stayed
with the Efficiency Maine Trust. This
bill moves 20% of the revenues collected to the Transportation Efficiency
Fund within the Department of Transportation.
The bill includes a base allocation of $500 beginning in fiscal year
2010-11 to establish the Transportation Efficiency Fund, which will be used
for projects that increase the efficiency of the state transportation
system. Personnel at the Efficiency
Maine Trust do not anticipate that diverting 20% of these revenues away from
the Trust will have a major impact on its budget. |
|
Any additional
costs associated with serving on interagency review panels, participating in
the formulation of energy infrastructure proposals or other matters can be
absorbed by the Department of Transportation, the Public Utilities
Commission, the Department of Environmental Protection, the Efficiency Maine
Trust, the Maine Turnpike Authority and the Governor's Office of Energy
Independence. |
