Fiscal Detail and Notes
This amendment includes a General Fund appropriation of $30,000 in fiscal year 2010-11 to the University of Maine System for the first installment payment related to the transfer of the Fort Kent Armory to the University of Maine at Fort Kent.  This amendment authorizes the transfer of the property for $150,000 payable in 5 annual installments.  This amendment will also increase Other Special Revenue Funds in the Department of Administrative and Financial Services by $30,000 annually for 5 years beginning in fiscal year 2010-11.  This amendment allocates those revenues to meet outstanding Maine Government Facilities Authority obligations and for maintenance and repair costs at National Guard armories.
The bill, as amended by the amendment, still includes a potential current biennium cost increase to the University of Maine System as a result of the cost for the removal of asbestos and repair of the roof drain estimated to be approximately $175,000.  Because the University of Maine at Fort Kent has not budgeted for these environmental clean-up costs that would be required if this legislation is approved, a future General Fund appropriation may be required.
