This bill prohibits ocean-going vessels from discharging ballast water containing any detectable living organisms into Maine coastal waters after January 1, 2021, with interim standards from January 1, 2011 until that date which will allow such discharge pursuant to a Department of Environmental Protection (DEP) permit process. Violations of DEP rules made pursuant to this measure will give rise to civil penalties between $1,000 and $10,000. An Environmental Services Specialist III will be needed to operate the program called for by this bill. DEP anticipates that by charging the 557 vessels expected to be subject to the new rules $217 per arrival the permit fees will generate $121,000 to fund the program. |
