	Adding communications service providers to the entities already funding the Public Utilities Commission (PUC) Regulatory Fund and the Public Advocate Regulatory Fund will distribute the existing funding burden more broadly with no net increase in revenue.  This bill will have no impact on amounts budgeted or spent by either the PUC or the Office of Public Advocate.
