	Establishes new civil violations. The collection of additional fines may also increase General Fund revenue by minor amounts.
Fiscal Detail and Notes
	This amendment removes the fee for the saltwater fishing registry except for individuals who require a striped bass endorsement.  It also adds fees for commercial operators licenses.  These changes result in reduced Other Special Revenue Funds revenue to the Department of Marine Resources of $36,470 in fiscal year 2010-11.  This reduction assumes that 80% of the individuals registering on the saltwater fishing registry would require the striped bass endorsement.  It also assumes 133 commercial operators licenses.
