Fiscal Detail and Notes
This bill reduces the gasoline and special fuel tax rates to $.21 per gallon in fiscal year 2010, which would reduce General Fund revenue by $59,409,  Highway Fund revenue by $39,675,902 and Other Special Revenue Fund revenue by $17,563,289.  The bill adds a price-based component to the tax rates that would increase the gasoline tax rate to $.358 per gallon and the special fuel tax rate to $.385 per gallon on July 1, 2010.  General Fund revenue would increase by $55,205, Highway Fund revenue by $36,868,385 and Other Special Revenue Fund revenue by $16,336,409 in FY 2011.  The fiscal note assumes that the tax rates would increase by the maximum 10% per year after the initial determination year and that the rates in effect on July 1, 2012 would be $.433 per gallon for gasoline and $.466 per gallon for special fuel.
