This
bill requires an annual deallocation of $5 million from the Ground Water Oil
Clean-up Fund. Costs of various
contamination projects previously paid from the Fund through a voluntary
response action plan will no longer be eligible for payment from the Fund.
Eliminating coverage of voluntary responses action plans is estimated to
reduce expenses approximately $3 million annually. The provision to exclude
motor carriers from coverage under the Fund is estimated to save
$500,000. Other efforts to reduce
spills and narrowing of eligibility for coverage of cleanup costs under the
Fund will produce savings of approximately $1.5 million. The original bill
contains a sunset clause of December 31, 2010 which is being eliminated. |
