This amendment increases lifetime nonresident infant combination license fees to $1,200, which is $400 more than the $800 fee that was established in the committee amendment.  Demographic information does not exist in a form that would allow an accurate estimate of the revenue impact.  It is unknown how many nonresidents may take advantage of this license or how many nonresidents who would purchase a lifetime license would have continued to hunt and fish in Maine as adults without the lifetime license.  It is expected that General Fund revenue would increase over the first few years as nonresidents decide to purchase this license.  At some point in the future, however, revenue would begin to decrease as new lifetime license sales level off and nonresidents who hold lifetime licenses come to Maine to hunt and fish without the need to purchase additional licenses.
