|
This bill
establishes a 15¢ per container fee on the retail sale of pesticides which
would result in increased Other Special Revenue Funds revenue to the
Department of Agriculture, Food and Rural Resources beginning in fiscal year
2010-11 of $150,000. The Department of
Agriculture, Food and Rural Resources would require an Other Special Revenue
Funds allocation of $150,000 beginning in fiscal year 2010-11 for pesticide
education programs, applicator licensing and obsolete pesticide collection
programs. |

The University of
Maine Cooperative Extension within the University of Maine System will
require an additional Other Special Revenue Funds allocation of $150,000 per
year beginning in fiscal year 2010-11 for its share of the projected $300,000
revenue expected to be raised from the 15¢ per container fee. |

The
State Tax Assessor is required by this bill to make routine technical rules
for implementation and to process fee collections from retailers. Any related costs can be absorbed by Maine
Revenue Services within existing budgeted resources. |
