This legislation shifts the start of the fiscal biennium for the state budget from the first regular session to the second regular session beginning in fiscal year 2012-13. A one-year transitional budget would be required for fiscal year 2011-12. | ||||||
The Bureau of the Budget would incur additional programming expenses to convert the budget mangagemnet system to this different cycle. The number of hours required to make the necessary changes in advance of the budget cycle is estimated to be 7,500 hours, resulting in an estimated cost of $481,500 in fiscal year 2009-10. | ||||||
The significant shift of workload of the Legislature from first regular sessions to second regular sessions may result in additional costs to the Legislature during second regular sessions based on current statutory adjournment dates. |
