A municipality that adopted an ordinance prior to January 1, 2009 for determining the economic and community impacts of a large-scale retail development or that adopts an ordinance that contains requirements for determining the impact on existing retail establishments and municipal services is exempt from the Informed Growth Act under this bill. The State Planning Office will have reduced disbursements to municipalities and reduced reimbursement from developers that should result in no net State impact to Other Special Revenue Funds. |
