Fiscal Detail and Notes
This bill limits disbursements from the Ground Water Oil Clean-up Fund for administrative expenses, personal services and equipment costs to 5% of the balance of the fund. This fiscal note calculated the 5% on the average balance of the fund from fiscal years 2006 to 2008 of $10 million or $500,000 for a limit on disbursements.  The annual budget for the department currently is $5.5 million. In order to reduce the program costs to the $500,000 limit, $5 million would be eliminated.  Deallocation of $5 million would eliminate 43.3 positions for a cost reduction of approximately $3,600,000 and remove $1.4 million in other program spending.  The cost reductions of $5 million will prohibit the Department of Environmental Protection from participating in a federal matching grant program for Underground Storage Tanks.  This would result in a loss of matching revenue of $800,000 and ongoing deallocations of that amount are needed in the bill.  This bill also requires ongoing allocations of $20,000 for annual audits.
