This bill proposes to increase the number of slot machines registered in the State, and remove the requirement that racinos be located within a 5 mile radius of the center of a commercial track. At present, one additional facility would be eligible. | ||||||
It is assumed that any potential facility would not be operational until fiscal year 2011-12 or after due to the length of time required for site location, municipal approval and construction. Assuming the same number of slot machines as the Bangor facility, and the same assumptions as the December 2008 Revenue Forecast regarding average slot income per machine per day and payback, General Fund revenues would increase by approximately $16.7 million and Other Special Revenue Funds revenue would increase by approximately $8.5 million. | ||||||
If there is any appreciable overlap in the markets of the new facility and the existing facility in Bangor, then revenue would be shifted from the Bangor facility to the new facility. This shift would reduce net revenue amounts to the Fund for a Healthy Maine and dedicated revenue to the the Unversity of Maine System, the Maine Community College System and the Fund to Encourage Racing at Commercial Tracks. The extent of the potential shift in revenue will depend on the location of any new facility. | ||||||
General Fund costs related to oversight by the Gambling Control Board would increase by approximately $900,000. | ||||||
