Fiscal Detail and Notes
It is assumed that this new ticket would be a $1 ticket.  It is also assumed that this new ticket would increase overall lottery sales by 7% for new people entering the lottery who have not played previously.  This increase in General Fund revenue is estimated at $176,000 in fiscal year 2009-10 (5 months of activity) and $423,000 beginning in fiscal year 2010-11.  The remaining amount of sales related to this ticket would come from people who are already playing the lottery and switch from another ticket to this ticket.  Based upon previous experience with dedicated lottery tickets, it is estimated that the amount transferred from the General Fund to the Comprehensive Cancer Screening, Detection and Prevention Fund within the Department of Health and Human Services would be $337,500 in fiscal year 2009-10 and $810,000 beginning in fiscal year 2010-11.   Since the majority of people purchasing this ticket would already be playing the lottery and would be switching from another ticket to this ticket, there would be a net loss of General Fund revenue of $161,500 in fiscal year 2009-10 and $387,000 in fiscal year 2010-11.
