of the United States Armed Forces who is not a resident of the state but owns
property to purchase resident fishing, hunting, and combination fishing and
hunting licenses or permits will result in a reduction of General Fund
revenue. Since it is unknown how many
such members there may be, it is not possible to determine the amount of the
