Required Activity Unit Affected Costs
The requirement that funding for secondary school-age persons enrolled in adult education courses be provided as targeted allocations that school administrative units must submit a plan for the use of and receive the funding based on the approval of the plan by the Commissioner of Education represents a state mandate pursuant to the Constitution of Maine.  Unless General Fund appropriations are provided to fund at least 90% of the additional costs or a Mandate Preamble is amended to the bill and two-thirds of the members of each House vote to exempt this mandate from the funding requirement, school administrative units may not be required to implement these changes. Fiscal Detail and Notes
This legislation will not impact the total state and local cost of K-12 public education or the State's share of that cost.  This legislation may impact the amount of funds available to be allocated to support the different program categories within a local school budget.  The impact to individual school administrative units can not be determined at this time.
