Requiring local
school administrative units to have a school nurse collect body mass index
data from students and report the data collected to the Department of Health
and Human Services, Maine Center for Disease Control and Prevention is a
state mandate pursuant to the Constitution of Maine. Unless General Fund appropriations are
provided to fund at least 90% of the additional costs or a Mandate Preamble
is amended to the bill and two-thirds of the members of each House vote to
exempt this mandate from the funding requirement, the local school
administrative units may not be required to implement these changes. |

Maine Center for Disease Control and Prevention in the Department of Health
and Human Services will incur additional costs estimated to be $29,201 in
fiscal year 2009-10 and $12,295 in fiscal year 2010-11 to implement and
administer the collection and analysis of student body mass index data
reported by schools. |

The cost to local
school administrative units is estimated to be $1,043,878 given the
assumptions detailed below. The actual
cost to local school administrative units may be higher or lower depending on
actual experience. |
