The Department of Environmental Protection will require a one-time General Fund appropriation of $13,000 in fiscal year 2009-10 to establish and implement labeling standards for packages of biomass heating fuel weighing 60 pounds or less. Of that, $10,000 will be used to contract with a consultant having expertise in these matters to research and coordinate the preparation of major substantive rules and $3,000 will be used for a public hearing, notices, printing, mailing and transcription services related to the rulemaking process. Subsequent enforcement and product evaluation will be absorbed by the department within existing budgeted resources. |
