	Decreases the number of civil violations. A reduction in fines will decrease General Fund revenue by minor amounts.
Fiscal Detail and Notes
	This amendment extends the repeal date of the waiver of axle weight limits and tolerance fines during the months of January and February to September 15, 2011.  It is unknown at this time whether or not this waiver causes significant pavement damage, increasing Highway Fund costs.  An ongoing study is being completed by the Department of Transportation to assess the level of damage to pavement as a result of this waiver.
