Increases the number of civil violations.
The collection of additional fines may also increase General Fund revenue by minor amounts.
Fiscal Detail and Notes
The Office of Licensing and Registration within the Department of Professional and Financial Regulation will require ongoing Other Special Revenue Funds allocations of $66,226 in fiscal year 2009-10 and $58,984 in fiscal year 2010-11 for one Office Specialist I position and related All Other costs associated with establishing and administering a licensing program for commercial painters.  
Dedicated revenue from licensing fees is estimated to be $125,000 in fiscal year 2009-10.  However, because this legislation does not require a license to be renewed unless certain requirements are violated, transfers from the General Fund will be required beginning in fiscal year 2010-11 to support the ongoing costs of administering the licensing program, estimated to be $103,984 in fiscal year 2010-11.  This bill will need to be amended to add language directing the State Controller to transfer the required funds from the General Fund unappropriated surplus to the Office of Licensing and Registration, Other Special Revenue Funds account by July 15th of each fiscal year beginning in fiscal year 2010-11 to support the costs of the licensing program.
