Fiscal Detail and Notes
	This bill includes a one-time Other Special Revenue Funds allocation in fiscal year 2009-10 of $52,956 to the Secretary of State for the costs of manufacturing the Support Animal Welfare specialty plates.  $50,000 of this amount was received by the Secretary of State in September 2008 from the Maine Adoption Leaders Team.  It also includes an Other Special Revenue Funds allocation of $32,500 to the Department of Agriculture, Food and Rural Resources in fiscal year 2009-10.  The new plate will increase Highway Fund revenue in fiscal year 2009-10 by an estimated $29,250, increase dedicated revenue to the Specialty License Plate Fund within the Secretary of State by an estimated $3,250 in fiscal year 2009-10, increase dedicated revenue to the Animal Welfare Auxiliary Fund within the Department of Agriculture, Food and Rural Resources by $16,250 in fiscal year 2009-10, and increase dedicated revenue to the Companion Animal Sterilization Fund within the Department of Agriculture, Food and Rural Resources by $16,250 in fiscal year 2009-10.
