This legislation
will not impact the total state and local cost of funding K-12 public
education or the State's share of that cost, however, it may impact the
distribution of State subsidy among school administrative units. Allowing
school administrative units (SAU's) to include students who reside in the
unorganized territories and attend schools within those SAU's in the total
number of students served when submitting a reorganization plan may result in
more plans being approved by the Commissioner of Education than would have
been had this provision not been in place.
With the approval of more reorganization plans, fewer school
administrative units will be subject to the penalty provisions, including a
reduction in state subsidy. This will
result in less state subsidy being
distributed to those conforming school administrative units. The impact to individual school
administrative units can not be determined at this time. |
