	Eliminating the penalties for nonconforming school administrative units will not impact the total state and local cost of funding K-12 public education or the State's share of that cost. However, the elimination of the penalties will impact the distribution of State subsidy among school administrative units with those nonconforming units receiving more State subsidy than they would have received had the penalty provision been in effect and those conforming school administrative units receiving less.  The impact to individual school administrative units can not be determined at this time.
