‘Resolve, To Implement the Consensus Recommendations of the Governor's Natural Resources Agency Task Force’

Amend the bill by striking out everything after the title and before the summary and inserting the following:

Sec. 1. Commissioners to develop an implementation plan. Resolved: That the Commissioner of Agriculture, Food and Rural Resources, the Commissioner of Conservation, the Commissioner of Inland Fisheries and Wildlife and the Commissioner of Marine Resources, referred to in this resolve as "the commissioners," shall work together to develop a report that includes a plan and timetable to implement the 8 major recommendations of the 2008 report of the Governor's natural resources agency task force, which concern marketing Maine's natural resources; reviewing business processes involved in natural resources agency ministerial licenses to create a system that serves all clients; consolidating management of state boat launch facilities; colocating natural resources agency staff in regional offices; aligning natural resources agency districts; establishing a single entity to manage public lands and public access consistent with management goals; prioritizing natural resources programs and services to focus on critical needs; and reviewing natural resources advisory boards and committees regarding effectiveness. In developing the report, the commissioners shall also consider best practices of other states; improved delivery of services and programs to businesses, industry and individuals; more efficient use of technology, equipment and facilities; and the cost-effectiveness of each major recommendation; and be it further

Sec. 2. Implementation. Resolved: That the commissioners shall undertake actions to implement the recommendations under section 1 within existing authority; and be it further

Sec. 3. Report to the Legislature. Resolved: That the commissioners shall report to the Joint Standing Committee on State and Local Government with an implementation plan developed pursuant to section 1 of this resolve and any recommended legislation by January 15, 2010. The Joint Standing Committee on State and Local Government is authorized to submit legislation to the Second Regular Session of the 124th Legislature.’

SUMMARY

This amendment, which is the minority report of the committee, replaces the bill with a resolve. It requires the commissioners of the 4 natural resources departments to develop a report that will implement the 8 consensus recommendations of the Governor's natural resources agency task force. The report is due to the Joint Standing Committee on State and Local Government by January 15, 2010, and the committee has the authority to submit legislation to the Second Regular Session of the 124th Legislature.
