‘Resolve, To Develop a Plan To Increase Investment in Higher Education To Benefit Maine's Future’

Amend the bill by striking out everything after the title and before the summary and inserting the following:

Sec. 1. Plan to increase investment in higher education. Resolved: That the University of Maine System, the Maine Community College System, Maine Maritime Academy and other higher education stakeholders, referred to in this resolve as "the stakeholder group," shall collaboratively review other states' models of funding public higher education systems and institutions and develop a plan for increasing investment in the educational and general activities of the University of Maine System, the Maine Community College System and Maine Maritime Academy; and be it further

Sec. 2. Report. Resolved: That the stakeholder group shall present its report, including findings and recommendations, to the Joint Standing Committee on Education and Cultural Affairs no later than January 29, 2010. The Joint Standing Committee on Education and Cultural Affairs may submit a bill based on the report presented pursuant to this resolve to the Second Regular Session of the 124th Legislature.’

This amendment is the minority report of the Joint Standing Committee on Education and Cultural Affairs. The amendment replaces the bill with a resolve directing the University of Maine System, the Maine Community College System, Maine Maritime Academy and other higher education stakeholders to collaboratively review other states' models of funding public higher education systems and institutions and to develop a plan for increasing investment in the educational and general activities of the University of Maine System, the Maine Community College System and Maine Maritime Academy.

The amendment also provides that the higher education stakeholder group shall present its report, including findings and recommendations, to the Joint Standing Committee on Education and Cultural Affairs no later than January 29, 2010. The Joint Standing Committee on Education and Cultural Affairs may submit a bill based on the report to the Second Regular Session of the 124th Legislature.
