‘Sec. 1. State Planning Office and Department of Agriculture, Food and Rural Resources to oversee a study of the State's beverage container laws in the context of existing municipal beverage container recycling programs. Resolved: That the Executive Department, State Planning Office, in conjunction with the Department of Agriculture, Food and Rural Resources, shall oversee a 2-year study to be performed by an independent private entity to review the State's beverage container laws in the context of existing municipal recycling programs, with a focus on the environmental effects that these laws and programs generate. The State Planning Office and the Department of Agriculture, Food and Rural Resources shall engage the assistance of an expert consultant in the field of municipal recycling programs and their environmental effects to assist in the development of the request for proposals for the study. The study must include an assessment of:
1. Current beverage container recycling rates;
2. The carbon footprints created by the beverage container recycling laws and municipal beverage container recycling programs;
3. Comprehensive beverage container recycling programs in the State;
4. Barriers to comprehensive beverage container recycling;
5. Alternative models of sustainability;
6. Energy and economic efficiencies;
7. The effect of educational programs on beverage container recycling rates;
8. The potential effects on redemption centers of advances in beverage container recycling programs; and
9. Litter prevention and waste reduction efforts; and be it further
Sec. 2. Reporting date; funding sources. Resolved: That, if private funds from outside sources for the expert consultant and study described in section 1 are received by January 15, 2010, the study must be completed no later than January 15, 2012, unless a one-year extension is necessary to complete the study. The Executive Department, State Planning Office and the Department of Agriculture, Food and Rural Resources shall notify the joint standing committee of the Legislature having jurisdiction over business, research and economic development matters as soon as outside funding for the study is received, and shall provide the committee with an interim report on the status of the study by January 15, 2011; and be it further
