An Act To Ensure the Integrity of Harness Horse Racing Track Conditions
Be it enacted by the People of the State of Maine as follows:
Sec. 1. 8 MRSA §279-B, sub-§3 is enacted to read:
3. Failure to maintain appropriate racetrack conditions. The commission may allow a fine against a commercial track for each race date that is cancelled at that licensee's racetrack because of a failure to maintain appropriate racetrack conditions. The fine under this subsection is up to $10,000 per race date per horse, payable to the owner or owners, to cover losses sustained by the owner or owners caused by the inability to race.

This bill authorizes the State Harness Racing Commission to allow a fine against a commercial racetrack licensee of up to $10,000 per horse for any race that is cancelled because the racetrack conditions are not properly maintained.
