Amend the bill by striking out the title and substituting the following:

‘Resolve, Directing the Department of Defense, Veterans and Emergency Management and the Department of Conservation To Jointly Develop a Plan To Give Maine Veterans Free Admission to State Parks’

Amend the bill by striking out everything after the title and before the summary and inserting the following:

Sec. 1. Plan to provide Maine veterans free access to state parks. Resolved: That the Department of Defense, Veterans and Emergency Management and the Department of Conservation, referred to in this resolve as "the departments," shall jointly review options available for providing Maine veterans free admission to state parks. The departments shall consider all feasible options and develop protocols to efficiently allow veterans free admission to state parks; and be it further

Sec. 2. Report. Resolved: That the departments shall report to the Joint Standing Committee on Agriculture, Conservation and Forestry no later than January 15, 2010 regarding the options considered and protocols developed under section 1 including findings, recommendations and draft legislation necessary to provide Maine veterans free admission into state parks. The Joint Standing Committee on Agriculture, Conservation and Forestry may submit legislation to the Second Regular Session of the 124th Legislature regarding free admission to state parks for Maine veterans.’

This amendment is the minority report of the committee, replaces the bill with a resolve and changes the title. It directs the Department of Defense, Veterans and Emergency Management and the Department of Conservation to jointly review options available for providing Maine veterans free admission into state parks. It requires the departments to report their findings, recommendations and any draft legislation to the Joint Standing Committee on Agriculture, Conservation and Forestry by January 15, 2010 and gives that committee authority to submit legislation to the Second Regular Session of the 124th Legislature regarding the subject matter of the report.
