Amend the bill by striking out the title and substituting the following:

‘Resolve, To Review the Town Boundary between Harpswell and Brunswick’

Amend the bill by striking out everything after the title and before the summary and inserting the following:

Mandate preamble. This measure requires one or more local units of government to expand or modify activities so as to necessitate additional expenditures from local revenues but does not provide funding for at least 90% of those expenditures. Pursuant to the Constitution of Maine, Article IX, Section 21, 2/3 of all of the members elected to each House have determined it necessary to enact this measure.

Sec. 1. Town of Harpswell and Town of Brunswick to review boundary issues. Resolved: That the Town of Harpswell and the Town of Brunswick shall jointly review issues related to the boundary between the 2 towns, including, but not limited to, the exchange of maps and historical information, and issues of the management of marine resources. Each town must appoint at least 4 people to represent interests in the town, including, but not limited to, members representing historical and marine resources interests; and be it further

Sec. 2. Number of meetings. Resolved: That the Town of Harpswell and the Town of Brunswick shall hold at least 4 joint meetings before January 15, 2010 to review the issues in section 1; and be it further

Sec. 3. Report. Resolved: That the Town of Harpswell and the Town of Brunswick shall report their findings, including, but not limited to, points of agreement and points of disagreement, and any recommendations developed under section 1 to the Joint Standing Committee on State and Local Government by January 30, 2010. Following receipt and review of the report, the Joint Standing Committee on State and Local Government may report out a bill to the Second Regular Session of the 124th Legislature.’

This amendment, which is the minority report of the committee, replaces the bill. It requires the Town of Harpswell and the Town of Brunswick to hold at least 4 meetings before January 15, 2010 to discuss issues related to the town boundary, including marine resources management. The 2 towns must report their findings, including points of agreement and disagreement, to the Joint Standing Committee on State and Local Government by January 30, 2010. The Joint Standing Committee on State and Local Government has the authority to report out a bill to the Second Regular Session of the 124th Legislature. It also adds a mandate preamble.
