Amend the resolution by striking out the title and substituting the following:
‘Resolution, Proposing an Amendment to the Constitution of Maine To Increase the Number of Signatures Required for a Direct Initiative’
Amend the resolution by striking out all of the 2nd to 5th indented paragraphs (page 1, lines 4 to 32 in L.D.)
Amend the resolution in the 7th indented paragraph in the 4th line (page 1, line 38 in L.D.) by striking out the following: " 20%" and inserting the following: ' 15%'
Amend the resolution by striking out all of the question (page 2, lines 19 to 21 in L.D.) and inserting the following:

This amendment is the minority report of the committee. It strikes from the resolution the increase in the signature requirement for a people's veto and the requirement that a direct initiative be limited to one subject. It changes the signature requirement for a direct initiative to 15% of the votes cast in the last gubernatorial election. It also changes the question to be printed on the ballot.
