Amend the bill in section 1 in subsection 1 in paragraph B in the last line (page 1, line 37 in L.D.) by striking out the following: "days; and" and inserting the following: 'days; and'

Amend the bill in section 1 in subsection 1 in paragraph C in the first line (page 1, line 38 in L.D.) by striking out the following: "such comments." and inserting the following: ' such comments . submitted under paragraphs A and B; and'

Amend the bill in section 1 in subsection 1 by inserting after paragraph C the following:

D The commission has submitted the tentative plan to and that plan has been reviewed by the joint standing committee of the Legislature having jurisdiction over conservation matters. During any session in which a plan is reviewed under this paragraph, the joint standing committee of the Legislature having jurisdiction over conservation matters may report out legislation relating to the plan.

Amend the bill in section 1 in subsection 1 by striking out all of the last paragraph (page 2, lines 1 to 8 in L.D.) and inserting the following:

‘Upon adoption of the official land use plan by the commission, the commission shall submit the plan to the Governor for approval. The Governor shall approve or disapprove the plan, plans or any portion of a plan within 30 days of receipt. If the Governor fails to act, the plan is deemed approved. This subsection also applies to any alteration in the comprehensive plan.’

This amendment is the minority report of the Joint Standing Committee on Agriculture, Conservation and Forestry. It requires the Maine Land Use Regulation Commission to submit a comprehensive land use plan or portions of a plan to the joint standing committee of the Legislature having jurisdiction over conservation matters and wait for review of the plan by the committee prior to adoption of the plan. It authorizes the joint standing committee to submit legislation relating to the plan during any session in which a comprehensive land use plan is brought to the committee for review. It retains the Governor's role in the process as it is under current law.
