‘An Act To Enable Municipal Ordinances on Corporate Rights’
Amend the bill by striking out everything after the enacting clause and before the summary and inserting the following:
‘Sec. 1. 30-A MRSA §3009-B is enacted to read:
§ 3009-B. Municipal ordinances on corporate rights
A municipality may adopt or enforce an ordinance that provides that a corporation or other business entity may not be afforded any constitutional rights, privileges, powers or protections that would enable that corporation or other business entity to avoid the enforcement of an ordinance or that would enable the corporation or other business entity to challenge or nullify an ordinance.’

This amendment, which is the minority report of the committee, clarifies that a municipality may adopt or enforce an ordinance that provides that a corporation or other business entity may not be afforded any constitutional rights, privileges, powers or protections that would enable the corporation or other business entity to avoid the enforcement of an ordinance or challenge an ordinance.
