Amend the bill by striking out everything after the title and inserting the following:
‘Emergency preamble. Whereas, acts and resolves of the Legislature do not become effective until 90 days after adjournment unless enacted as emergencies; and
Whereas, continuing access to private lands for recreation is vital to Maine’s quality of place for residents and seasonal visitors; and
Whereas, the resolution of conflicts that arise from public use of private land is important to maintaining land open to recreation in this State; and
Whereas, in the judgment of the Legislature, these facts create an emergency within the meaning of the Constitution of Maine and require the following legislation as immediately necessary for the preservation of the public peace, health and safety; now, therefore,
Sec. 1. Transfer; Department of Inland Fisheries and Wildlife, Carrying Balances - General Fund account. Notwithstanding any other provision of law, on or before September 1, 2009, the State Controller shall transfer $45,214 from the Department of Inland Fisheries and Wildlife, Carrying Balances - General Fund account to the Department of Conservation, Maine State Parks Development Fund, Other Special Revenue Funds account to fund 1/2 of the cost of the limited-period landowners relations program for fiscal year 2009-10.
Sec. 2. Transfer; Department of Inland Fisheries and Wildlife, Carrying Balances - General Fund account. Notwithstanding any other provision of law, on or before September 1, 2010, the State Controller shall transfer $47,780 from the Department of Inland Fisheries and Wildlife, Carrying Balances - General Fund account to the Department of Conservation, Maine State Parks Development Fund, Other Special Revenue Funds account to fund 1/2 of the cost of the limited-period landowners relations program for fiscal year 2010-11.
Sec. 3. Appropriations and allocations. The following appropriations and allocations are made.

Administrative Services - Conservation 0222
Initiative: Continues one limited-period Public Service Coordinator I position in the Maine State Parks Development Fund program and provides funding for the associated All Other costs in the Administrative Services - Conservation program. This position was originally established in Resolve 2007, chapter 130. This position will end on June 11, 2011.
