An Act To Allow Municipalities To Offer Access to the Internet through Digital Subscriber Lines

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 35-A MRSA §7109  is enacted to read:

§ 7109 Digital subscriber lines

If within a municipality there is an area that does not receive Internet or electronic communication or remote computation service and a person regulated under this chapter that services the municipality refuses to provide Internet or electronic communication or remote computation service to the area without service after being requested to do so by the municipality, the municipality may provide digital subscriber line service to the area without service through the municipality or a person other than the utility refusing to provide the service.

This bill allows a municipality to provide digital subscriber line service, or DSL service, through itself or a 3rd party to an area of the municipality that does not receive Internet service if the telecommunications utility servicing the municipality refuses to provide the service to the area.
