Resolve, To Increase Reporting Transparency in State Government
Sec. 1. Spreadsheet format required for agency information. Resolved: That, upon request by a Legislator, each state agency that submits complex calculations in print or electronic format to Legislators must also, or in lieu of the print or electronic format, submit the same information in a spreadsheet in Microsoft Excel format or other compatible format.
1. The spreadsheet may be saved in a read-only format to protect the integrity of the data.
2. The spreadsheet must include all appropriate numerical values, clearly explained with a header row and separated in standard fashion into different columns or rows.
3. Each major calculation in a spreadsheet must display the calculation formula so that the calculation may be reviewed.

This resolve requires that, when state agencies provide to Legislators documents that contain complex calculations, they must provide them in Microsoft Excel format or a compatible format according to specific requirements.
