An Act To Retain Business in the State By Amending the Law Governing State Contract Bids
Be it enacted by the People of the State of Maine as follows:
Sec. 1. 5 MRSA §1825-B, sub-§15 is enacted to read:
15. Preference for businesses located in the State. Notwithstanding any other provision of law to the contrary, the Director of the Bureau of General Services shall adopt rules establishing a preference percentage of 5% for a business:
A. Whose principal place of business is located in the State; and
B. That pays a majority of its payroll to residents of the State.
Rules adopted pursuant to this subsection are routine technical rules as defined in chapter 375, subchapter 2-A.
